This quest is apparently bugged. It reads pick up laerdens horse and take it to echad candellath, but you cannot mount the horse. advice is as follows.
+Meribras tells you, 'Once you have spoken to the horse and the quest tells you to ride Elrond's horse to Narmeleth, you just ride yourself to her and with her you can finish the quest.'
